Again, it's not even possible to get 5th gen Pokemon from the Dream World, due to the fact that there are no overworld sprites for the Unova Pokemon (well, most of them, anyway). As such, the game is apparently not programmed to receive Unova Pokemon from the Dream World. Even if new areas are added, that won't change anything.

well, as far as I read, Poke transfer and dream world are the only two ways of finding a Pikachu

1. The Dream World won't be available until March 30 but once it's available, you'll have to register for an account on Pokémon's official site and then you can use that to gain access to the Global Link site which you'll be able to register an account with however you'll need your Game Sync ID as part of the Global Link account registering. The Game Sync ID I believe can be found on the "Continue, New Game" menu. You'll have to use the game's Game Sync feature in order to put a Pokémon to sleep so that you'll be able to go into the Dream World, this requires the use of Wi-Fi so you'll need to have access to a Wireless Router at home. After the Pokémon is put to sleep, you'll be able to access the Dream World on your computer and no, you cannot access the Dream World without a computer because it's part of a web site.

2. The C-Gear is the new watch-like item. It gives you easy access to various wireless and Wi-Fi options, it also allows you immediate access to the Extralink Forest.

3. The Starter Pokémon are only available in the Dream World as part of a giveaway however the Pokémon that are always there can always be found after you get a certain number of points. You would have to go to the Dream Isles by clicking on the Rainbow in the Dream World. Once there, it's basically a hide and seek game. Once you see a Pokémon, you can click on it and then it'll ask you if you want to play a game with it. Say yes and you'll have to play a mini game with it. Provided you do good at the game then it'll befriend you and then you'll be able to offer up a Berry to the Dream Tree which will allow you to send the befriended Pokémon over to your Pokémon Black or White game. The Pokémon will be sent into your game once you use Game Sync again. It'll be sent into the Extralink Forest, at which point you can just use the C-Gear to teleport you to its entrance automatically and then before you go in, a character will give you Dream Balls. Once you're in the Extralink Forest, all you have to do is interact with your befriended Pokémon and then you can just throw your Dream Ball and it'll be caught.

I don't know if this will work, but you can always trade with someone who has already transfer their Pikachu from their old games.
