She has 2 choices now:
1) To add few more thousand RM in the bank account and wait for another 28 days before resubmission  or
2) Immediately resubmit with added parent's bank statement, fund sponsor letter from parent, birth cert translation. The parent's bank statement must have at least RM1000 ready funds for the last 28 days.

yeap .. i second the 2nd option ... but i think can appeal, use the included form in the envelope and appeal asap ... if u make a new application u will need to ask ur uni for a new CAS then only apply again and this might take up to a week's time ...
