I graduated from bham so hopefully I could help you out on this.

£10k-15k is annual fee, you can pay by installments but for Bham they will give you about £500 discount if you make full payment. Engineering is about £10-11k

Living expenses: (monthly)

student rental - £250 to £300 (all bills inclusive)
Food - £200-250 (£150-£200 if you cook everyday and eat really basic meals) I eat out quite often..
Phone - ~£20-30 contract based

So roughly about £6k on top of your tuition fee per year.

If you work part time here, minimum wage £5.8 an hour.

Overall, a nice place to stay and many malaysians there to hang out too.
