anyway, for your question, for RM599, you can get Viewsonic VX2423W 23.6" LCD monitor from Viewnet, that's probably the cheapest 24" you can get.
as for your rig, the cheapest yet powerful, maybe something like..
AMD Athlon IIX4 635 RM309 <--- a cheap quad core CPU, performance is on par with Core i3
Asus M4N68T-M RM200 <--- a basic AM3 board to fit everything in
Kingston 2GB DDR3 RAM RM134 <--- 2GB of RAM is enough for gaming
Sapphire HD5770 RM549 <--- performance is as good as Nvidia GTX260, but consumes much lesser power
FSP Saga 450W PSU RM165 <--- 450W true power PSU, its more than enough for this rig
Trendsonic ATX casing RM59 <--- just take a basic casing if your budget isn't very high
Total RM1416
this will allow you to max out most of the games available currently in 1920X1080 resolution, except a few that is more demanding
if you can top up another RM200, then switch the processor to Phenom IIX4 955BE, around RM450+-, its performance is slightly below Core i5 750.
