I don't think it's advisable to install one at the balcony at an apartment.

You would need to hack the walls and then sealed the pipes (you wouldn't want piping to be seen right?) and it might interfere with the building's structure.

You could always buy a bucket with wheels or trays with wheels to wheel the bucket to the balcony.

Do write in to the management and see what they have to say about it.
