I concur. If you can't afford a good filter, skip those cheapos till you can afford a good one.

Not really, it's impractical to deploy tripod when you are covering events. Big aperture lenses helps a lot in situation like this.

There was once I was pretty fed up with my 70-200mm f2.8, I dismount it and use 2 primes to cover. That few stops really helps a lot when the lighting is too sucky.

Smaller f number = Bigger the aperture = Allows more light to come in,
Bigger f number = Smaller the aperture = Lesser light able to come in.

You'll need a body that can burst at high fps and use telephoto lenses.
