Anyone knows which bank accept people who has 1.7k salary monthly ??

Would like to ask a few expert here ,

If I had debt (only credit card , no loans) and I pay monthly on time without late , do you think they will approve me if I apply another credit card ??

Let's say I owe Bank A / B / C with credit card debt will bank D approve when I apply with them ??
