IF can provide the EPF statement is the best, but IF without the EPF , one should be able to apply as well but those bank i mention above is more lenient and not as strict as some bank like MBB , HSBC etc... so you can ask your friend to try his luck on those bank stated above.

hmm.. i only manage to get the AMEX Plat CC waiver as i spend quite alot with it these two years , thought of getting MBB WMC but of course if getting a waiver is preferable , i choose to wait because i believe they will waive it sooner or later ( just like the AMEX plat CC , they refuse to waive it when the card newly launched , but for 2nd year , i have it waived )
