I think he don't know what to do already. The neighbour hides when confronted. Reports been made with SPCA; the guy not in.

Well, he can take the dog away forcibly, but open himself to a charge of trespassing and dognapping. sad.gif

Yeah, he might just do that. He might not even be around.

TS, if there are more witnesses, you all can go lodge a police report. Ask the SPCA to come along too, i.e. if they want to. Maybe with a police report, they can then take the dog away. With the SPCA there, the police also might be more inclined to move faster on this.

Seriously, a police report is called for. And you need to get those SPCA, PAWS, newspapers etc in along with it to keep up the pressure.

Are there a lot of other witnesses? Are the neighbours willing to do something about it? I think if there are enough witnesses, you would need them around to back you up when the police, SPCA, newspapers, etc. come and do something.
