OK quick rundown on sales taxes in the US for those questions floating around. Sales taxes are charged if the seller has a presence in the buyer's billing state and if the buyer's state charges sales tax. Several states in the US do not charge sales tax, Oregon is one of them. Put your billing address as someplace in Oregon (or any of the other ones) and you won't be charged sales tax.
Note you do not need a VPN with iTunes, Amazon MP3 and Kindle store used to require VPNs but I'm not sure now, Hulu and Netflix still requires VPN.
