It's region-locked in Steam so if you're in Malaysia, then no, it's not available.

Well, the easiest way to go about it would be to register your GFWL with Singapore as your country. sweat.gif If you're looking to buy the game via Steam, get someone with access to other region (like thornduck) to "gift" the game to you.
