can i bring this size of bag into the flight cabin?

i just don't want to pay for the luggage as I only want to bring 1 backpack..

the height is about 65cm..
i think the bag weight + my shirt is less than 7kg..
but just worry of the size..

Guys, i will be going hong kong soon. After landing in Hong kong, i wanna do shopping in duty free area for 2-3 hours before collecting my luggage. Is it possible?
