I think both place are same.

I just run Automatic System Calibration on my AVR, and it automatically set the best sound for any room, no matter where the speakers are.

It is best to angle (tilt up / down) the center channel to a certain degree that the drivers seem to be 'aiming' at your ears. So, it make no difference if it is on top or bottom as long as you get the correct tilt.

Practically speaking most people will put below the TV because u tend to have more support (e.g. a shelf or cupboard below the TV). If you put above the TV you need to install a mount, and it's not easy finding a solid wall mount for center speaker (which can be quite big).

Aesthetically having the center speaker below the TV makes it blend in more with the rest of the furniture. You put it above, it's gonna stick out (like a sore thumb).

One of the concern in my situation is that, if I were to put the center speaker below the TV on the cabinet, it will block the TV screen. So, just curious is there anything/materials recommended that I can put at the bottom of the TV to rise it so that the center speaker will not block the screen?

i'm sure almost all center speaker is high enough to block the lower part of the tv (except those slim or HTiB speaker), if the speaker is just placed in front of the tv, on the same tv cabinet.
