There is no direct purchase without contract currently. Singapore set unlocked without contract only available to purchase thru Singapore apple online store.

Online order from SG Apple Online Store only will deliver to SG address.
If your doorstep means in Malaysia, so no it will not arrive or you can't even process with the ordering.

Purchases from Apple Online store is not entitle for GST claim.
So for your question, ya iPhone4 bought from Singapore Apple Online store cannot claim GST.
