I order my HP procurve 1700-8G (J9079A) from ingram micro. Price is around RM300. Lead time for delivery is one to two weeks.

*update*
IPTV also confirm working now.

Try my best to describe my current HP Procurve switch setting

My current connection
Fiber -- Hwawei BTU (LAN1) --> (Port 1) HP Procurve (Port 2) ----> (WAN port) Asus N16 router (other ports)---> PC, NAS, Printer etc
HP Procurve (Port 3) --- > IPTV STB

I will skip those login and IP setting instruction as all the information is in HP's manual already.
Make sure you plug your cable into port 8 when doing web configuration.

This is my overall configuration.

Setting up VLAN ID 1, 500 and 600.
VLAN ID 1 is for general use and configuration of the switch.
VLAN ID 500 is for internet
VLAN ID 600 is for IPTV

Configure port 4,5,6,7,8 to use VLAN ID 1

Configure port 1 and 2 to use VLAN ID 500

Configure port 1 and 3 to use VLAN ID 600
Attached Image

Configure the port to port configuration
Attached Image

You can use port 4,5,6,7,8 for you own local network.

My company got order thing from Ingram so I just use my company's account.
You can find their web page for contact and ask them whether they sell direct to end user or not.

I will still get a RB250GS even tho now I am using HP managed switch. Its always good to have a backup. Summore its cheaper than the HP managed switch. Summore its like half the price of the HP switch.

Shops in lowyat don't stock this kind of "low volume" item. You need to order it and wait for arrival.
