Few possibilities:-

1) Like you said, maybe GC died. Try swap spare GC if you have 1. I have a spare 8400GS PCI-E if you need to test.
2) If your GC is new maybe your power supply dont have enough juice to run it.
3) If you have another similar GC PCIE/AGP port on the MB maybe can try to change the port
4) Does your PC beeps when starting? If yes, maybe need to reseat the RAM as well.
5) If you're able to "hear" your PC boots into your OS, then definitely GC issue.

In a nutshell. High possibility GC issue,
