usually.. a player who is good on a D-Pad can play and excell on Arcade stick as well.... BUT... it will not work the other way... players who are good on stick are worst on Dpad... its the same concept like ppl who can play guitar but cant play piano... but piano players can actually play other instuments...

2D fingting style like SF and other capcom series is suitable and easier to use stick.. Since it was born for ARCADE

3d fighting games like Tekken,DOA,SC use d pad is easier to play on defensive and evade... n if ur good enough.. combos string..

some ppl find it difficult to do certain moves and combos on D pad.. coz they could not cross their fingers to press 2 button at once or using the same finger to do combos...
