Brazilian Wax Regrowth

I have been doing Brazilian wax for about 2 years now regularly (at least once every 1.5-2 months) but mainly in Melbourne because I was studying there, but the last time I went to Honeypot @ Bangsar Shopping Centre because I wanted to try (I don't really like Strip). Every time in Melbourne after the wax, the hair that grows back is very fine and soft which I assume is because the hair is removed from the root? However this time when I went to Honeypot, the hair that grows back is very course and the ends are like chopped off -- like if you shave like that. Plus the regrowth is very uncomfortable and itchy - something I rarely encounter in Melbourne! Is it because the waxer only broke the hair and didn't remove it from the root? The first few days after the wax was very smooth and very nice, but then the regrowth is really annoying now!!! I don't know now if it's the waxer's fault or the type of wax they use or what.

I was always under the impression that when you shave, the end of the hair becomes blunt - hence why it looks and feels thicker whereas waxing removes the hair straight from the follicle, leading to more long-lasting effects compared to shaving because you can get stubble within 24 hours after shaving. But real case - I did notice my hair took longer and longer to grow back each time, and each time the hair was finer (some spots don't have hair growing back at all anymore) after many years of waxing. Unless of course you go to a bad waxing place and you don't remove the hair from the root (the way you pull the wax off) and rather just break the hair which would have the same effect as shaving.
