What you've downloaded is a .cab file.

Just transfer the .cab file and install it from there will do.

HARD-RESET, after u saw today screen, a menu appears ( telling you that PROGRAM WILL INSTALL in X SECONDS). In this time, RESET ur phone, you'll get MUCH MUCH memory ....
TRY this ... BUT use sprite backup to backup ur data !!

Transfer the downloaded file via ActiveSync to your Xda II Mini. The file can be located under File Explorer.

Tap and click on the .cab file and it will install by itself.

Thereafter you can set any MP3 ringtones by tapping and holding on the file and choose set as ringtone option.
