No matter how u adjust the aperture/shuttle conclusion there a limit. You should mention ISO high at bright place = too bright. ISO high light not enough will compensate blur because shake.

oh.. atmosphere too dim u need high ISO.. that is correct... of course higher the ISO the better... goes even higher u don't need the build in flash anymore...
there will be no "too bright" thing happen if u able to adjust the aperture/shuttle time..... I don't get u on high ISO then hand shake part... higher the ISO reduce shuttle time that can eliminate handshake.....

picture always look nicer without flash... if the camera capable to capture the image without the flash.. always take without flash option....
that is why ppl use DSLR they use diffuser to make the flash look more like natural light from the environment..
