Lol? By time you minimize the game, the load would be too low to use any higher multipliers. Games wouldn't load the processor much if you already have GPU.Actually it is barely move from 1.602 to 1.607.

C1E and EIST are settings in your BIOS. You can try prime 95/Linx to convince yourself that the processor works.
