it depends also lah. you have to balance things out. if got sooo many cars at front, all move same speed, but the car behind still high beam, he's not going anywhere even if the person in front move to left lane. as if that's possible since the left lane is also fully occupied

if the person on the right lane has nobody in front of him, and his slowness means everyone at the back is stuck at the same speed, of course need to tell him to change lane. i don't like these people, it also force me to break another law which is overtake on the left

in germany u drive 160kph but porsche behind u going 250kph, need to give way also. and porsche driver not doing anything illegal.
