Hmm... are you able to provide a much more elaborate description? Although I'm not gonna download it as I've got myself a retail copy, perhaps it's something we beta testers have experienced before.

A few things you can try (not in any particular order):
1. Clear cache (C:\Users\%USERNAME%\AppData\Local\Blizzard Entertainment\Battle.net).
2. Turn of UAC (User Account Control).
3. Turn of Windows Firewall.
3. Turn of Windows Defender.

That are all I managed to recall. Hope they'll help.

I've downloaded both the SEA and US installers. Might wait a day or two and see feedback from you guys before buying it online, though most likely SEA version due to latency. RM180 for the digital copy seems alright.

Saw the standard and the Collector's Edition.  Was so tempted to buy.  Just checking here to see if the game actually works prior to launch.  Doubt it, but who knows?
