Strangely that's how a big company operate.
I'm not sure how come some 4-pack can be gifted thou, but what I think is Steam trying to prevent people from taking the sales "out of their stores"
Apparently the stake for this is Steam itself.

Imagine some con-case that happened in lelong.com/mudah.com/ebay.com can dragged into lowyat forum.

with 64 players in the server, it's deemed to be fail again. Believe me, been there, done that.

There's 2 way you can do this.

1 - Install new copy of Steam, copy and replace "steamapps" folder only
2 - Copy whole Steam folder into the directory you want. Then double click on the Steam.exe in the Steam folder.

I don't thing it works if you install a new Steam then copy the whole Steam folder again. Registry might clashed. 1st method I mentioned above best praticed, especially you're changing different platform.

If you stuck at client update, it isn't necessary steam fault.

It depends.
But it is better to start Steam first before you start any other programs.

Try installing 3rd party Anti Virus as your firewall protection.
My Win7 with Avast works great with Steam.
Only utorrent the only one that screw up Steam connection.
