So far I have not encountered such problem on iOS4 but if I were you, I would try restoring he firmware.

Hopefully Malaysian Apple Store will sell iP4 (since SG is doing so)and warranty will be covered by Apple directly(not Maxis/Digi).

Those are apps running on the background because you opened then earlier. Just in case you didn't notice tap and hold on of the apps running till you see a minus sign. Tap the minus sign to close the app.
