From the NA forums about server reticle,

When you fire, you'll fire where your reticle was two tenths of a second ago (depending on your ping) instead of where it is now.

Server reticle: You move your mouse. The client transmits your mouse movements to the server. The server does some calculations, then transmits your reticle location back to your client. That's when your reticle moves. Meaning that your reticle will move a little bit sluggish compared to server reticle off, but since there's no more delay between your reticle being drawn and your mouse click telling the server you want to fire, your shots are more accurate, especially on the move.

So it's a choice between smooth reticle operation but a tiny delay between where you're aiming and where the server believes you're aiming (server reticle off) or a more sluggish reticle behavior, but better accuracy during movement and turret rotation (server reticle on).
