Anyone can test downloading from those two site? I want to make sure I am not the only one that affected by the throttling. Please state the IP range too.
In my case, the IP range is 115.x.x.x and 110.x.x.x. FTP stucks at 20kb/s while HTTP can get max speed of 95kb/s.
