Refurbishment of 10 years Apartment/Condo, Who will bare the cost?

Hi,
I remember I read at somewhere before there is a rule that any apartment/condo has to be refurbished (repaint, lift maintenance and etc) when it reaches 10 years old. Is this true? Or it is up to the management whether to refurbish or not?
Who will bare the cost? The tenants will have to fork out a certain amount of money? Or the management will use the monthly maintenance fees to fund it?

from SINKING FUND, no sinking fund then all owner if ALL of them agree to pay

yes from sinking fund, if no sinking fund .. example : someone appointed to arrange for repaint, he/she will knock all the door one by one to collect like RM500 ...

if monthly your maintenance fee includes the "sinking fund" then they will be getting it from there to do the changes / painting / minor reno bla bla bla else if there is no such term sinking fund included.. guess all the tenants needs to pay themselves or maybe after meeting ?>
