For those already playing the Japanese version of FFXIII-2, does R1 and R3 FFXIII save file compatible with R2 FFXIII-2?

I check with one of the local seller here and he said the pre-order of English R3 version does not come with Omega DLC. Any idea where I can purchase R3 English version that come with the DLCs?
