Hmm interesting perspective. But governor is psycho. Keep zombie child and severed head. Rick is just straight to the point. Sometimes a bit too strict, but we all understand why. He has gone through so many things that it shapes who he is now.

From what I can see, it's like Rick got to Alexandria just in time to save the place from the inevitable. Seems like the Hilltop also the same case. Hilltop currently have a not so calibre leader, no ammo, in the brink of destruction coz of threats by Negan (and the betrayal of his own people), and so little people with adequate skill to survive the outside world (Jesus only).
