Some reasons include
1) The client does not wish to let people know they are hiring, for various reasons (competition, public scrutiny)
2) The agency does not wish to let other agencies know they are dealing with the client, because if I am a rival and I know that Company XYZ is using agency, sure I will attack this customer and try to grab the deal.
It's too bad as some shady companies are using this policy to con people into applying for lousy sales job and whatnot.Some reasons include
