Went SG last weekend. DBS Toa Payoh, POSB Toa Payoh & DBS AMK Hub rejected outright. No pass no talk.

Went to Citibank & the response is $20k SGD to open an account. They mentioned only ONE branch can do. Forgot what name already. X square.

Do u mind to share how you manage to open?

I went to DBS at Raffles Place when I was at SG to close the Citigold account last week and was told by the representative that the policy has changed last month and foreigners need to have working permit or letter of employment in SG in order to open a SA, I offer them that I will deposit SGD10k but still rejected.

You can try ask your Citi RM for a letter of reference. With the letter, it's easier to open a normal saving account with any bank in SG.
