I'm having the same problem. See pic:

Before this, I can get 4mbps with no problems but recently, they decided to put me on a 2mbps cap!
WTH! Damn useless tmnuts!
I've since made a complaint email to help@tm.com.my and called 100 but until now, no action taken. Email also no reply
Please, can anyone point me as to why would they do such a thing? I mean, first give me 4mbps, then put me on 2mbps??
I think they did it accidentally, not intentionally. The setting is in their connection center, so, even the call center operator can not do anything for you. It must let the technician go to the center to fix it.

The keypoint, you most concern, how to fix it.
last time.......ok, i mean last few times, my 4m go to 2m more then 5 times in half year.
I send to help@tm.com.my with the captured screen shot. if they reply you, they already know what to do. yes i mean IF they reply you.
so, in few times, no reply from help@tm. so i call 100. the stupid operator, will ask you the stupid question... and waste you 1hr. then will route to some senior guy. and then they will send the technican to call you. when the technican call you and arrange visit you, you just tell him you saw it set at 2m at modem configure, then he will know what to do, no need to go to your home.
when you call 100, just keep on saying that you saw 2m in the modem config... yes, they wont understand, but, just ask them to send you the technicain our senior operator.
