Is the TM Approved D-Link 2640B have tweaked inside by them to throttle our connections? If got I rather use my own one.

Feel 2MB connection is much more stable than 4MB. No disconnection or whatever

Seriously, 2Mbps is better than 4Mbps with lesser DC
