engine off is the correct time. if started the oil already pumped to whole engine parts, you won't know how much oil is actually left.

if you can't see the oil then your engine oil is really2 low. better to top up some oil. your engine might be leaking oil.

You should stick to mineral oil, unless you planning to overhaul the engine in recent times or if something goes wrong.

Mineral oil actually helped to close any gap caused by wears in all these time, changing to SS or FS will clean the deposits and resulting the thinner oil to leak out.

if Proton/Perodua everyday till redline before change gear, of coz need fully syn extra protection.

if Japanese?Conti cars that everyday drive at 3K rpm only, to put fully syn is really wasting.

end of day, depends of application.
