1.3v seem like nothing.add more 0.5v and set clock at 3.8ghz.stock cooler for intel still can be done for this speed.

did u attach properly the cooler contact with heatsink?
another problem is stock intel not so easily to attach 70-80c pretty high in idle.but if fully loaded seem normal. |
