 Can i o.c CPU only without RAM been o.c'ed too?

yes u can, u can even under-clock your ram while overclock your processor.
for example, a normal ddr800 ram allow you to overclock the processor up to 400fsb, an intel core 2 series default fsb would be low-end 133fsb, mid-end 266fsb, high-end 333fsb.

e.g. An e8400 processor would be 333x9 = 3ghz, without overclock the ram, u can overclock the processor to 400x9 = 3ghz
