 Using PC speakers for low budget HT setup?

Hi, I'm still new to this HT stuff, and I've got 2 questions:

1) What is the absolute minimum cost for a very low end 5.1 system that is still halfway decent?

2) For, say, a budget of RM800-1200, what would be the choice that gives the most bang for the buck? A 5.1 PC speaker setup, a 5.1 HTIB, or buying separate speakers and receiver, if that's even possible at this price range?

1.there are some entry level htibs from yamaha and onkyo starting from about 1.5k which comes with component receivers / amps.

2.i'd say a logitech z-5500 but you have to hunt for bargain as normal srp is 1.4k
