I think with more and more people releasing non-native species into the wild within this few days, maybe only then the authorities would have the balls to make any real decision on whether any license should be granted or not.

Few years down the road, you will see probably some headlines in the local paper "Rare tortoises captured" or "A wealthy businessman wanted to buy these rare tortoises but Perhilitan rejected the offer because something new and rare belongs in a museum".
