Getting a Unifi 5mb is not a solution too if they are enforcing the 10% cap. You and your housemates can kill each other over the bandwiths.

He claims after quota for VIP5 capped to 3mb, VIP10 capped to 8mb, VIP20 capped to 18mb. Is he giving the correct fact or misleading all his potential customer? One thing for sure if all the lines are capped to a mere 5% after quota, it's quite ridiculous. Better to get a 1mb or 4mb line.
