Most if not all your answers are answered in first post of the thread, might be easier for us to answer if you state whether you're in landed/high rise since the config changes depending whether you're on FTTH or VDSL setup

As far as I know, if you move to an area out of their coverage they will not impose penalty. But this is based on knowledge in their telephony and ADSL policy
However for your case there might be multiple possibilities:
1. Terminate and not charge you penalty, then you resubscribe when the service is available at KD - by then maybe they would have started charging for installs
2. Same as above, but charge you disconnection fee - not sure if they want to recover the fiber and equipment, since for normal adsl they will only recover phone and/or modem
3. Have you to suspend your service and continue when it's available at KD - not sure whether they have suspend feature yet, also not sure how much you need to pay monthly for suspension
