Open up Windows Firewall settings. Under the Exception tab,
Click on Add Port. Enter "4661 TCP" for the Name, and "4661" for the Port Number (minus the quotes). Select TCP and then hit OK.
Click on Add Port again. Enter "4661 UDP" for the Name, and "4661" for the Port Number (minus the quotes). Select UDP and then hit OK.
Repeat the above two steps but this time use 4242.
After that, you might need to reconfigure the p2p program to allow incoming connections.
