The bottom-line is, f3.5-5.6 kit zoom lens is not easy for shooting in low light condition... There are workarounds - either you use flash, or go for high ISO (suitable for B&W), or you need to use a tripod

With the panny 20mm pancake lens widest aperture (f/1.7) and excessive neon lighting, there's no problem shooting with 1/100s shutter speed and ISO 100
