It's not a loss to them, just an opportunity cost
(loss of sales).
1) Reseller refund to customer based on their selling price
2) Supplier refund them back the cost of their purchase
3) In the end, the reseller only lose out the sales, not a loss.

Example, Retailer - Many cost need to cover (shop rental, electricity, bills utility ect) ~ Online Reseller - Time and effort, transportation cost for COD & ect
No need earn single cent?

Intel - Asus(manufacturer) - Distributor - Reseller
Why the lowest chain have to bear all the cost?
