You forget that most high skilled workers only care for themselves and wont bother about the those at the lower end scale of the social strata since its none of their concern.

Ever see smartly dressed ppl with expensive watches or those who drive nice cars walking down an alley and they will ignore charities like a person avoiding a leper. Sad thing is they have money to spare but wont since they will ask themselves what "benefit" do i derive from giving to a charity or individual. Their actions are dictated by what they can get in return.
