May be because Juve retain Serie A 2 times 04/06, 05/06 before the 1 Calciopoli and Juve had win scudetto for 29 times (minus 2 and still 10 times more than other serie a team)... Juve are the one should be punished more heavier...  And 2nd contender that time Milan received the 2nd heavier punishment. And after that, team had never be scudetto since 88/89 season monopoly serie A

btw, i do think that Italy is EXTREMELY OVERRATED after WC2006. Nothing great bout their performance at all.
