Hi Hahijaw, you cant use it as a base. it is actually is a eye primer and brighterner(concealer), which mean it helps to bright up the eye area only. tq

i did compared the consistency with other bottle too, and they are the same.

it is stated 090130 . that should be the manufacturing date.
