I believe the reason why your guy's steam is not updated is due to slow connection, or "steam's forbidden" software is running, for example, utorrent.

Try to restart your computer, and don't run anything except for Steam. If it's still fail, that means your connection is way too slow already.

Honestly this stuffs never happened to me and perhaps my line was not slow and also i did not run those softwares.
Try run u-torrent and torrent with it and start your steam.

I have no problem running both utorrent and steam together though, of course when I need to download games from steam I'll close utorrent.

Though few days ago I did have problem updating/connecting to steam, deleting Clientregistry.blob and restarting steam solve the problem. Took a few tries before it manage to get itself updated and utorrent was not running at the time.

yup otherwise it's just get stuck at steam is updating like forever lol. Quite piss of at it at the time cause I wanted to play ME2 haha.

if you're not intending to download any games any time soon, just set it to offline mode. You can still buy games and worry about installing them when all quiet down.
