HTC Hero is old...

while HTC legend is successor of HTC Hero..

Motorola Milestone is quite good too.

but.. for me.. the best.. is Nokia N900

unless you really want android phone...

yes.. Maemo applications / software is quite litte.. but there are alternatives...

N900 is my choice..

N900 also have graphic accelerator [PowerVR SGX530 graphics]

well.. to compare phone that have graphic accelerator and the phone that doesnt have... is like..

comparing Nvidia GTX480 / ATI HD5870 with Intel GMA

N900 is like an experimental device IMO. Meamo looks dead and is being replaced by MeeGo, and the screen is old resistive touchscreen instead of capacitive.

no vivaz and X10 mini as it has no front camera... unless you want to make video call using back camera..

I suggest you to go for Nokia X6 .. better in its class...

N900 have very good GPS but currently OVI Maps dosen't provide full support for N900.Will be fixed with future update. You can you sygic gps instead.
Browsing is not only good but great. You can have full desktop like browsing. If you don't like internal browser(rarely for N900 users) you can always use Opera & Firefox.
Camera is adequate though.
For OC you can choose for permanent OC or OC on fly(press single to OC only when you want)

Attached Image
From the picture if you want to OC you just press the 850MHz.If you want to use the stock speed then just press 600MHz.

Number of apps doesn't matter actually. What matters is you have the necessary apps like spreadsheet, good email support & etc.

You can actually use full OpenOffice in N900 and this is where the resistive screen comes handy. It's helpful to click all the small buttons in OpenOffice.

http://noknok.tv/2010/06/18/n900-mypaint-meego-potential/
Another wonders of resistive screen.

I need a phone below 400.

Best value for price in terms for camera and sound. I've used Nokia and SE before and these two would serve me best, but I'm open to other brands if it has more value.
