What does it mean when scholarship forms say that you need to have obtained an unconditional offer from *whatever uni* you're applying to? Since offers come out around mid-year at least, does this mean that the scholarship is meant for first-year students? (because scholarships deadline - March-April, so if you're a STPM/A Lvl leaver you wouldn't get any offers yet.)
